Since March 2006 there have been some developments which have led to a review of the scheme.
First of all, a change in procedure now allows the Scottish Parliament to closely scrutinize road schemes considered to be of national importance. The M8 Baillieston to Newhouse scheme falls into this category.
Secondly, the recent change in administration led to a review by Ministers of the priority of the various road schemes already planned in the current road schemes programme.
And finally, regulations came into force which requires Environmental Statements of road schemes to comply with European legislation.
Accordingly, Transport Scotland have published the Draft Road Orders and Draft Compulsory Purchase Orders on 23 October 2007 and 13 November 2007 respectively. As mentioned above, previously published Draft Orders were republished to comply with the recently implemented and pending European legislation.
